THE KISSING OF HANDS AT BIARRITZ. [LONDON, April 9. J Received April 10, 8.8 a.m. King Edward returns from Biarritz on the 16th, a date earlier than was expected. "The Times" declared: "The ceremony of Mr Asquith kissing hands at Biarritz was a wide departure from a hitherto unbroken precedent. Perhaps jit was a picturesque, graceful tribute to the reality of the entente that King Edward and Mr Asquith were so much at home in France, but every one with sound knowledge of our political system must hope that the precedent will not ba repeated except in a case ot necessity." Received April 10, 8.22 p.m. LONDON, April 10. Mr Asquith has submitted to King Edward his proposed Ministerial changes Nothing will be announced till after his return to London tonight. It is considered more than prjbable that Mr VV. Churchill will be offered the Presidency of the Board of Trade rather than the Secretaryship for the Colonies. Mr Asquith kissed the King's hands on receiving the appointment of Prime Minister.
