KAISER AND AMBASSADOR.
DR. HILL'S APPOINTMENT CONFIRMED. NEW YORK, April 3. The United States Senate confirmed the appointment of Dr. Hill, to whom it was said the Kaiser had objections, as Ambassador at Berlin.
