CHINESE CONSULATES.
Received April 5, 4.15 p.m. SYDNEY, April 5. The Chinese newspaper here states that it has received a letter from the Chinese Ambassador, in London, stating that he has made arrangements with the British Government for the establishment of Consulates in Australia, New Zealand and South Africa.
