CHINESE POSSESSIONS IN MANCHURIA. Received April 1, 9.56 p.m. ST. PETERSBURG, April 1. Russia is irritated because Mr Fisher, the American Consul at Harbin, refuses to ask permission to exercise Consular functions in Russia's railway zone in Manchuria. It is understood that Mr Fisher is acting at the direct instance of the State Department at Washington, who are seeking to preserve the integrity of the Chinese possessions in Manchuria in order to protect the trad* 1 interests of the commercial nations of Europe.
