An important change has been made in the rules for conduct of target practice by volunteer companies by the new regulations for 1908, just issued. The responsibility of training the recruit, and improving inefficient marksmen, i& specifically placed upon the company's commissioned officers. The "steadying" practices have been deleted, and iiV place thereof a grant of free ammunition ("orty rounds per man) is to be made for elementary and preliminary practices, to be fired at discretion of the company's commanding officer. With these rounds he is to instruct the "raw" men, using rests, ''ranges, and targets, in such way as he considers best adapted for helping the men. Proved good shots are to be exempt from these courses as long as they maintain their efficiency.
