ROJESDESTVENSKY'S OPINION. Received March 20, 10.45 p.m. ST. PETERSBURG. March 20. M. Rojesdestvensky, interviewed, justified the Duma's refusal to create powerful fleet. It was better, he said, to spend money on the army. If Russia began to build battleships, Japan would immediately seize the rest of the Sakhalin Mouth, Amour, Assuri and Kamchutka.
