MINERS' EIGHT HOURS BILL.

STRONGLY CONDEMNED. Received March 19, 7.58 a.m. LONDON, March 18. The Chambers of Commerce with two dissentients, strongly condemned the Miners' Eight Hours Bill. Last year the members representing the Miners' Federation brought in a bill to limit the working hours below ground in coal mines to nine during 1908, to eight and a half during 1909, and to eight thenceforward. The bill was dropped in anticipation of a bill promised by the Government. This bill was introduced in August, but did not reach a second reading. It proposed to establish a nine-hours' day from January, 1908, to June 1909, and an eight-hours day thenceforward. Further, it contained provisions to facilitate the application of the Act to workmen working in shifts, and to cases of workmen rendering assistance in the event of accident, danger, or emergency, where interruption would be serious. The Home Secretary, Mr Gladstone, :n reply to a deputation, some weeks ago, said that a Bill would be re-introduced to provide for a shortening of hours, but that an endeavour would be made to secure fair play to both sides. This bill has been read a first time in the House of Commons.
