THE NAVIGATION BILL.
AUSTRALIA'S RIGHTS. Received March 18, 10.30 a.m. MELBOURNE, March 18. A despatch from the Colonial Office and a memorandum from the Boari of Trade in regard to the Navigation Bill were tabled in the Federal Senate. The despatch states that in so far as the Bill cr.nforais to the resolutions of the Navigation Conference, the Imperial Government is in full accord with its provisions, and desires to put on record that every dominion has full power to regulate not only vessels registered in that possession but also vessels engaged in the coasting trade. In certain case?, however, • the legislation proposed went beyond that limit, by purporting to regulate vessels which did not engage in the coasting trade, and on vessels while on the high seas before or after engaging in coastal trade. The hope is expressed that the Commonwealth will find it possible to give effect to the suggestions contained in the Board of Trade memorandum.
