NAVAL CONSTRUCTION SCHEME. A WARNING. Recived March 18, 11.43 p.m. ST. PETERSBURG, March 18. M. Stolypin has warned the Duma that refusal to vote the money necessary for the naval construction scheme would be detrimental to Russia's international position and would be a step backwards, which would be dangerous in the present competition between nations.
