ARMY APPOINTMENTS.
AN OFFER DECLINED,
Received March 9, 10.40 p.m. LONDON. March 9,
Colonel Otter, a Canadian officer, has declined the offer to command the infantry brigade at Aldershot.
Mr R. B. Haldarie, Secretary of War, announced a few days that the General Staff appointments of Britain would be thrown open to colonial officers. Ho mentioned that the command of the Infantry Brigade at Aldershot had been offered to Colonel Otter, a Canadian.
