"The Times" says:- "Although the Navy Estimates exhibit a normal increase of £900,000, the real increase is under £14,000, the rest being automatic and inevitable." "The Times" implies that the Government reduced the original estimates by half a million below the point the Admiralty considered advisable. All the newspapers realise that the Naval programme is temporary, and anticipate a great increase in 19U9. ABUNDANT WAR PLANS. SOUND KNOWLEDGE OF LONGRANGE SHOOTING. LONDON, February 25. Lord Tvveedmouth's Navy memorandum states that the Admiralty posses3e? abundant war plans, and plans for elaborate strategical operations, and declares that sound knowledge of long-range shooting is thoroughly permeating the fleet.
