-'THE TRANSPORTATION OF CONVICTS. Received February 26, 11.1 v.m. BERLIN, February 26. , Herr Liebert, in the Reichstag, moved that convicts bo transported to colonial penal stations. Tuberculosis, he said, among prisoners in Germany suggested the necessity of giving them a chanco to start a fresh iif;e in the new world. Herr Dernberg, Director of Colonial Affairs, said the Government would continue to examine the question, which needed earnest consideration, owing to its financial and national aspects. He did not, however, think it expedient to recommend the House to adopt the resolution. f
