MORAL REFORMS.
WHAT UNITED STATES NEEDS. SPEECH BY SECRETARY OF WAR. Received February 12, 9.4 a.m. NEW YORK, February 11. Mr Taft, United States Secretary for War, and a probable candidate for the Presidency, speaking in Kansas city, insisted that vigorous action measures were necessary to eradicate existing business abuses. Unless effective social moral reforms were secured, society as at present constituted must yield to the new order of things on a socialist basis.
