GERMAN CRITICISM. Received January 31, 9.30 a.m. BERLIN, January 30. A communique to the Suddentsche SchereichsCorrespondenz,the organ of Prince von Bulow, Imperial Chancellor, bitterly criticises the details of Sir Delcasse's recent speech in the French Chamber of Deputies. The paper doas not believe thatthe future belongs to Delcasseism, which it defines as the attempt to play off the alliance with Russia, the entente with Britain,, open or secret agreements with Spain, and known or unknown arrangements with Italy, against Germany, for thus the peaceful development of Europe would be impeded.
