PROGRESS OF THE ELECTIONS Received January 28, 9.11 a.m. CAPETOWN, Jai uary 27. The Cape Legislative Council elections so far giva the South African party 11 seats, Unionists 5, and Independents 1. Received January 28, 11.27 p.m. CAPETOWN, January 28. The South African party have a majority of eight in the Council, and a majority of 30 is expected in the Assembly.
