PRINCE VON BULOW'S REFUSAL. Received January 16 8.30 a.m. BERLIN, January 15. Prince von Bulow's statement in the Prussian Diet regarding universal suffrage has greatly offended the Radicals in the Reichstag, and imperilled the preservation of the "Bloc." .(Prince von Bulow absolutely refused to agree to the granting to Prussia of universal suffrage, and a secret ballot.)
