A WISE POLICY REQUIRED. Received January 17, 12.1 a.m. LONDON, January 16. Sir Edward Grey, speaking at Alnj wick, in Northumberland, reiterated that if foreign nations executed in their entirety theprogrammes announced Jby them, undoubtedly it would be necessary for us, for the preservation of our independence and our safety at home, to make a further increase in the navy; but we needed strength besides the army and navy. We needed a wise policy as well. He agreed with Lord Cromer that protective duties must greatly increase the ties, and must grealty increase the possibility of a hostile combination. 'lt was only a pedant who would say | that the point did not deserve serious consideration. The worse tariff reformers fared the more fanatical they became.
