Received January 12, 4.14 p.m. NEW YORK, January 11. The California Appellate Court's \ decision in discharging Scbmitz and Ruef, has created an intense and most painful sensation. The Court declares inter alia that the'Sl'ackmailing of a saloon proprietor is no crime since there is a grave doubt a= to whether a license is property.
