RESTRICTION PROPOSALS. Received January 2, 10 a.m. TOKIO, January 1. Japan agrees to accept some of the United States' suggestions regarding restricton of emigration, but had courteously declined others as incompatible with Japan's dignity. At the same time she has outlined other plans.
