Received December 23, 9.56 p.m LONDON, December 23.

Mr R. B. Haldane, Secretary of War, speaking at Edinburgh, states that His Majesty King Edward had on Friday given his assent to the biggest army order passed for years. A' special reserve is to be completed in August. Then six divisions will be provided—all essentials for a long campaign. When the new army order has done its work, the army will have behind it a fighting line and machinery which his advisors declared added 100 per centum to its efficiency for fighting.
