PORTUGUESE DICTATORSHIP.
ADMINISTRATIVE COMMISSIONERS APPOINTED. LISBON, December 20. Decrees issued appoint administrative Commissioners to supersede the Councils-General and municipal and parochial councils. The dictatorship is thus complete. (The attempt of the Premier (3enhor Franco) to govern without the Cortes has created a highly critical situation. The loyalty of the army and navy is questioned. It was recently stated that dictatorial,power appeared to be a painful necessity, but would cease as soon as the country had been rid of certain dangerous people.)
