AN ECHO FROM PORT ARTHUR.
A COURT MARTIAL. Received December 12, 7.40 a.m. ST. PETERSBURG, Dec. 11. General Dukmasoff presides over the court-martial in St. Petersburg, trying General Stoessel, Reiss, Foclc, and Smirnoff on a charge of illegally and dishonourably surrendering Port Arthur. One hundred and fifty witnesses will be examined, including Admirals Wirens and General Gregorvitch.
