"A NATIONAL CONVICTION." MR BALFOUR'S VIEWS. Received Decemher 10, 9.48 p.m. LONDON, December 10. Mr A. J. Balfour addressed a meeting of 7,000 ;at Devonport. rie claimed that in a few months all sections of the Unionist party would be united on fiscal reform. It was destined to become not only an animating motive, but a national conviction, which would make the next Unionist administration memorable in the history of the country. He severely condemned the Government's misgovernment of Ireland, and declared that the reason why Mr A. Birrell, Chief Secretary for Ireland, was unable to obtain a conviction cf the cattle-drivers was because he refused to put the Crimes Act into operation. Ministers had become the slaves of their own perorations, "'hey would rather see the law flouted than recant the rash speeches.
