Admiral Lord Charles Beresfoid, spaaking at the Salters' annual dinner, insisted that success in war now depended upon the strategy of the navy. The navy, added Lord Charles, must be kept up to a condition of efficiency, which, in war tim?, would enable it to pulverise an enemy.
