GERMANY'S HEAVY DEFICIT.
FRESH TAXATION URGED. Received November 21, 9.41 p.m. LONDON, November 21. The Berlin correspondent of the London Times says that it is becoming more and more evident than in view of the heavy deficit facing the Empire annually that fresh taxation is urgent in order to terminate the untenable financial position. THfi BUDGET. •Received November 22,12.1 a.m. BERLIN, November 21. The German Budget fir 1908 shows an increase of seven and a half million sterling, which includes three millions for the navy, nearly three millions for the army, and nearly a million for the colonies. Prince von Bulow purposes to raise thirteen millions by means of credit operation to meet the non-recurring extraordinary expenditure, and also to issue bonds as needs arise, not exceeding seventeen and a half millions, in order to strengthen the extraordinary resources, and he reserves the right to propose new taxation.
