A GREAT ISSUE. Received November 21, 9.41 p.m. LONDON, November 21. Mr Haldane, speaking at Sheffield, said that he did not know what Mr A. J. Balfour by reference in his speech at Birmingham recently to free trade within the Empire. There was no sign thereof. As regards the banging of the door the one real haneing was that of Mr A. Deakin's, when he introduced his new tariff. There were indications at every election that the great issue was between freetrade and protection. The Liberals* had nailed free trade to their banner by conviction, and did not propose to allow themselves to be diverted.
