BANK OF FRANCE WATCHING POSITION. Received . November 21, 9.41 p.m. PARIS, November 21. "It is persistently reported that the Bank of France is watchjng Mr G. B. Cortelyou's measures for financial relief, and might co-operate with the financial institutions in Paris to extend Mr Cortelyou's assistance if impelled by the French Government, in order to secure tariff concessions on French goods. LONDON, November 21. The Times says that the money market oelieves that there is some basis for the report that some such arrangement has been diplomatically discussed.
