COMPOSITION OF THE DUMA. UNION OF MONARCH AND NATION. Received November 14, 10.13 p.m. ST. PETERSBURG, November 14. The Duma, which meets to-day, comprises 120 members of the Right, 70 Monarchists, 100 OctoWists, 60 Constitutional Democrats and 28 members of the Left. The rest are divided into five small groups. The Octobrists wish to form a constitutional centre, enabling the Duma to legislate and control the executive, restoring the authority of the Government by a union of the monarch and nation on the basis of the manifesto of October 30th. The leading members of the Right insist that no reforms will be undertaken until the country is quiet.
