CHARGE OF BLACKMAIL.
ARREST OP VELTHEIM. Received November 4, 8.33 a.m. PARIS, November 3. Veltheim has been re-arrested in Paris at the instance of the British Government. (Veltheim shot Woolf Joel at Johannesburg in 1898, but was acquitted on the ground that he fired in self-defence. He is now wanted on a warrant charging him with attempting to blackmail Solly Joel to the extent of £16,000).
