I (To the Editor.) Sir, —I fail to understand the way the Borough Council is spending the ratepayers' money. For instance, in Renall Street, where there is a good road and plenty of fall for the surface water, the Council is putting down a concrete kerb. Is this necessary? The old portion of Cole Street, which has been paying rate 3 for a great number of years, sadly needs the attention of the Council. The surface water cannot get away, it has to soak into the ground. And to make matters worse, telephone posts have been erected right in the water table. Is this kind of treatment just and right to the ratepayers? Is there no remedy?—l am, etc.,
