MARITIME WAR. RIGHTS AND DUTIES OF NEUTRALS. Received October 1, 7.52 a.m. THE HAGUE, Sept. 30. The third committee at The Hague Conference has approved of a convention dealing with the rights and duties of neutrals during maritime war. The convention provides that belligerent warships cannot revictual at neutral ports, except to complete their normal supplies in time of peace, and 'can only obtain sufficient to enable them to reach the nearest port of their own country. Germany and Russia oppose the proposal that the duration of a warship's stay in port should be limited to 24 hours.

The Times declares: "It is impossible for Great Britain to ratify the proposal for an International Prize Court, because it would enable foreigners to make laws for our fleet and shorten our power on the seas."
