ANOTHER AMERICAN SCANDAL.
Received .September 27, 7.20 a.m. LONDON, September 26. The Times New York correspondent reports that by means of a petition declaring the New York city railway insolvent, the tramway lines comprising the metropolitan street railway system went into the hands cf receivers—namely, Adrian Joline and D. Robin-on. The latter is President Roosevelt's brother-in-law. An examination of the books of the Infcer-borough Metropolitan Company, the holding concern tor all the traction system of Manhattan, has already led to the discovery of records of payments to a very pvomin-. ent politician.
