ANGLO-RUSSIAN CONVENTION.
AFGHANISTAN A BUFFER STATE. Received September 26, 9.43 p.m. LONDON, September 26. The Anglo-Russian Convention provides that Afghanistan shall be maintained as a buffer State. Received September 26, 11.6 p.m. LONDON, September 26. Sir Ed. Grey's despatch to the Brtish Minister at St. Petersburg states that the Anglo-Russian Convention does not contain a positive declaration respecting Great Britain's special interest in the Persian Gulf, but the Government believes thai, the question will not give rise to difficulties between the two countries because Russia explicitly stated during the negotiations that she does not deny Great Britain's special interests there. Sir Ed. Grey adds:— Britain will continue to direct all her efforts towards the preservation of the status quo in the Persian Gulf, and the maintenance of British trade. He explains the omission by saying that the arrangement effecting Persia is limited to parts of Persia bordering on Britain's and Russia's territories. The Gulf is not part of these regions, the shores of the Gulf not all being Persian soil.
COMMENT BY THE TIMES. Received September 26, 9.52 p.m. LONDON, September 26. The Times, discussing the AngioRussian Convention, says: "It is to us that the Persian Gulf owes whatever civilisation exists there. We have broken the power of many of its peoples in the interests of order and assured them of our protection and support. Sir . Edward Grey and the Liberal Government have rendered a real service to the Empire in recording clear from emphatic, words a determination to preserve the position we have created. Newspapers of all shades in Britain welcomed the agreement, while the Anglo-Russian entente was hailed in Paris with unmitigated satisfaction. The Times' St. Petersburg correspondent predicts that there will not be a single unfavourable comment by any prominent Russian organ.
