Lord Rosebery, speaking at Glasgow, said that he was convinced that an effective second chamber was necessary for the welfare of the country and for the maintenance of the Constitution. It was better to have a weak barrier, like the House of Lords, than no barrier to the dangerous and detestable tyranny of a single chamber. He thought that the House of Lords recognised the gravity of its position and was determined to adapt itself to the new conditions and to the setting of its house in order without pressure or menace.
