CAPE POLITICS.
Received September 15, 3.20 p.m. CAPETOWN, September 14. The Legislative Council on Dr. Jameson's casting vote agreed to the latter's motion to resume the discussion on the Appropriation Bill. Dr. Jameson emphasised the fact that the Council were bound, in the country's interest, to fight the question and pointed out that when a similar situation arose in New Zealand the law officers there decided against the Upper House. He declared that if the Government with a majority in the Lower House resigned now_ it would establish a precedent stopping all constitutional Government. The Council after discussion, again by 11 votes to 10 votes, decided that the Chairman should leave the chair.
