BOROUGH WARDS.
A correspondent, in our issue this morning, writes advocating that the Borough of Masterton should be divided into wards, and suggests that the Council should take the necessai'y to have the change effected. The obvious objection to our correspondent's proposal is the expense that would be entailed, and the Mayor and Council would not be justified in taking such a step, at the present time, unless they were completely satisfied that it was the general desire of the ratepayers that they should do so. We believe, however, that if the ward system were instituted it would tend to bring about an improvement in Borough affairs. It would possibly be as wei! if those who are in favour of the proposal were "to come out into the open" and place their views fully before the burgesses. The matter could then be discussed upon its merits, and the public would have a bitter idea of what-it is proposed to do, when the question arises at any future time.
