LAJPAT RAI'S OFFENCE.
r ihe news of the unrest which is manifesting itself in India, continues to be of a somewhat alarming character. A cablegram, published this morning, contains references to the native agitator Lajpat Rai, who was deported some little time ago. At the time that sentence was passed Mr Morley (Secretary for India) hinted that there were grave. reasons which he could not state for the deportation of Lajpat Rai. The Simla correspondent of the London Express says they were as follows : "Lajpat Rai obtained an interview with the Ameer of Afghanistan during His Majesty's visit to Ind'a and submitted a plot for the delivery of India from the British Raj. The Ameer exhibited no sign of surprise, but informed the Punjaubi that his tour was not associated with politicr. He promised, however, that if Lajpat Rai would submit his proposals in writing at the end of his stay he would be pleased to give thim his consideration. When the Ameer returned to Kabul he found the document awaiting him. Lajpat Fai suggested that the Afghan army should cross the frontier and assured the Ameer of the entire support of the Indian native army. The Ameer immediately forwarded to the Viceroy an outline of the proposals, and Lord Minto thereupon requested that the original document should be sent to him. The Ame-vr complied and the arrest of the arch-agitator followed."
