Three of the principal tribes have deserted Mulai Hafid, the Pretender, owing to his want of money and armaments. Abdul Aziz, the Sultan, appoints his brother Mulai Hadi Khalifa of Fez. He himself leaves tor Rabat shortly to fight Mulai Hafid. REINFORCEMENTS FROM SPAIN. a Received September 11, 9 a.m. MADRID, September 10. Seven thousand Spanish troops have been ordered to be in readiness to proceed to Tangier. A GERMAN REMINDER. Received September 11, 9 a.m. BERLIN, September 10. Germany reminds France that the creation of a European police at Moroccan ports is not provided for in the Algeciras treaty, and that the act is likely tc provoke the hill men to attack the towns unless supported by an adequate military force.
