STATE AND COMMONWEALTHSTRONG LANGUAGE FROM MR CARRUTHERS. Received September 2, 10.5 a.m. SYDNEY, September 2. Mr Carruthers, State Premier, states that if uccessful at the election he will take a referendum-—first-ly, whether the country is favourable to the Federal demands with respect to the capital; secondly, whether it is favourable to an equivalent of the Braddon clause being provided; thirdly, whether the State should accept the Commonwealth as now constituted and administered, or take measures to secure a more liberal and just constitution. If the answer to the last question was "No," he would take it as a warrant to secure a more liberal constitution. He says that when Sir William Lyne a~d other political traitors knew that they were representatives of a mere insignificant minority in New South Wales they would begin to climb down. The State had plenty of friends in Queensland, Western Australia and Tasmania. If they let trouble caused by a few men who had captured power go on they would have to think of a revolution. The Victorian and New South Wales confectionery manufacturers have arranged a compact not to un-der-sell one another. INCOME-TAX. Received September 2, 10.5 a.m. . MELBOURNE, September 2. There is a strong feeling in the Federal Parliament in favour of a reduction in the income-tax. Ministers are inclined to view the suggestion favourably if they find, when the estimates are finally revised, that thera is sufficient revenue to enable them to do so.
