BRITON VERSUS BOER. Received August 29, 8.27 a.m. LONDON, August-28. In the House of Lords, Lord Milner, late High Commissioner for South Africa, accused the Government of siding with the Boers against the British. Five million pounds had been raised to cover defects in a thoroughly bad, suicidal policy of continual meddling and interference in ought to have been left to the-Transvaal Government.
DECEASED WIFE'S SISTER. Received August 29, 10.10 a.m. LONDON, August 29. The Bishop of London (the Right Rev. Dr. Ingram) exhorts the clergy not to solemnise the marriage of a deceased wife's sister or lend their churches for the purpose. THE COLONIAL CONFERENCE. Received August 29, 10.10 a.m. LONDON, August 28. Parliament was prorogued by commission. The Speech expressed the King's <3eep satisfaction at the meeting of the'ColQnial Conference and gratification at arrangements having been made for future meetings at fixed intervals.
THE KING'S SPEECH. Received August 29, 10.23 p.m. .. LONDON, August 29. The King's Speech at the prorogation of Parliament expressed a trust that the deliberations of The Hague Convention would lead to an agreement tending to mitigate the evils of war and secure the peace of the world. His Majesty then briefly touched upon the Anglo-Spanish agreement and mentioned India's passing difficulties, which had not discouraged the Government in framing plans for improving the administrative machinery. He described the broad principles for the reorganisation of the Army into six great divisions as having been successfully put into operation. He dwelt upon the reorganisation cf the auxiliary forces and recapitulated the advanced measures of domestic legislation passed during the session, mentioning that the Deceased Wife's Sister Act had removed a grievance of long standing.
