THE PHILIPPINE ISLANDS.
Received August 28, 9.U a.m. NEW YORK, August 27. The New York Herald has started an agitation in favour of the sale of the Philippines to Japan or any other Power. Many prominent public men support the agitation, some even contending that they should he given away if a sale cannot be effected. (Japanese of prominence have stated that Japan does not want to acquire the Philippines, either by force or in any other way).
