Several prominent importers of 1 British cattle have been arrested here ,on charges of conspiracy for inoculatj ing infected cattle with Pasteur tuberculin serum during the quarantine, thus defeating later official tests, and enabling cattle originally bought cheaply because they were infected to pass inspection. CATHOLIC MARRIAGES. Received August 22, 9.8 p.m. LONDON, August 22. Reuter asserts that the Roman Congregation of the Council has issued a decree radically changing the conditions of Catholic marriages. In future marriages will be invalid everywhere unless celebrated in the presence of a priest and two witnesses, except in districts without a priest for a whole month, when Catholics are validly married if they express their consent in the presence of two witnesses. The new law comes into operation next Easter. NEWFOUNDLAND FISHERY DISPUTE. Received August 22, 9.20 p.m. HALIFAX, August 22. There is excitement in Newfoundland owing to the announcement that it is intended to submit the fishery dispute to The Hague Convention. 'Ministers refuse to say anything on the matter. RETRENCHING. Received August 22, 9.20 p.m. PRETORIA, August 22. Twelve hundred Transvaal civil servants, railway employees, and constables will be discharged in September on the grounds of retrenchment.
