CATHOLIC MARRIAGES. Received August 22, 9.8 p.m. LONDON, August 22. Reuter asserts that the Roman Congregation of the Council has issued a decree radically changing the conditions of Catholic marriages. In future marriages will be invalid everywhere unless celebrated in the presence of a priest and two witnesses, except in districts without a priest for a whole month, when Catholics are validly married if they express their consent in the presence of two witnesses.
