THE HAGUE PEACE CONFERENCE.
Received August 5, 9.52 p.m. THE HAGUE, August 5. The Committee of Examination decided, by a majority, which included Great Britain, United States, Italy and Japan, against the right of belligerents to convert merchantmen into warships on the high seas. The minority included Russia. France and Germany.
