Received August 4, 4.16 p.m. ST. PETERSBURG, August 3. The Czar consented to receive at the hands of-a deputation representing the Reactionary Union of the Russian people an Ikon from the Patriarch of Jerusalem. M. Stolypin, the Premier, excluded several members of the deputation, owjng to their virulent attacks on the Govarnment. The rest decided not to proceed to Peterhof. The Czar was astonished that nobody appeared.
