HAGUE PEACE CONVENTION.
Received August 1, 10.5 p.m. THE HAGUE, August 1. The Fourth Committee, by 25 votes to 5, adopted the British proposal abolishing contraband. The United States, Germany, Russia, Montenegro, and France consituted the minority. Japan and two others abstained from voting.
