THE ARMY BILL. Received July 11, 8.29 a.m. LONDON, July 10. On the motion of Lord Methuen, the omission of clause 2 in the Army Bill, forbidding county associations to give financial aid to cadet corps in •elementary schools where the boys were under the age of sixteen, was carried in the House of Lords by 130 to 31, after Lords Roberts, Rosebery and Lansdowne had supported it. The Earl of Portsmouth, Army Under-Secretary, implied that the amendment was a breach of the financial rights of the House of Commons.
