THE HAGUE PEACE CONVENTION.
Received July 10, 9.48 p.m. THE HAGUE, July 10. The United States proposes the establishment of a permanent Court of Arbitration sitting at The Hague consisting of fifteen judges chosen by the different countries to determine all differences of an international character between the sovereign States not settled diplomatically. Britain has submitted a proposal containing thirty-two articles strictly defining the duties and obligations cf neutrals in connection with navel, warfare.
