HAGUE PEACE CONFERENCE.
Received July 8, 10.9 p.m. THE HAGUE, July 8. It is understood that America's proposal at the Peace Conference i n favour of securing the general inviolability of private property at sea has no chance of acceptance, unless the Powers agree as to what constitutes contraband. France intends to submit a definition in connection therewith.
