HAGUE PEACE CONFERENCE.
BULES OP WAR. IMPORTANT PROPOSALS. June 28, 8-34 a.m. T&E HAGUE, June 27. Owing to the possibility,of attaching a self-propelling torpedo to a fishing boat or other small craft which could approach a warship unsuspected, Sir Ernest Satow, one of the British representatives at the Peace Conference, proposed to restrict the employment ol torpedoes to recognised warships. The proposal, he said, was analogous to the prohibition of civilian combatants taking part without uniform in land warfare. Britain proposed to abolish contraband of war. This was proposed owing to divergencies .relating to th e definition of cor.triband, and to friction arising in tha exercise of tne right of search. Germany wished to exempt mail steamers, to avoid the delay involved by search. • Britain's and Germany's draft proposals regarding the prize court differ materially. Germany proposes that the tribunal be constituted in war time and 4 ,hat its members be fpractically nominated by the two belligerents. Britain proposes that a court, with •expert juries of consuls, be established in peace time on a neutral basis.
