INTERNATIONAL COMPACTS.

Received June 19. 7.53 a.m. LONDON, June 18. The French and English newspapers unanimously aclaim the Span-ish-agreements. The Paris journal Matin declares that it is now almost impossible for Germany to make war at sea. The Times says our reasons for entering into the arrangement with Spain are manifest. The routes to India and the Far East in peace or war pass the coasts and harbours'of the waters included in the agreements for hundreds of miles. It is of the highest moment to us that these coasts and harbours should remain safe and undisputed in the friendly hands now holding them. We could not in our own interests suffer the possessors to be molested whether or not we, by formal agreements, clear up and proclaim our inevitable policy.
